Local Elections - I'll Say This for the Right, They Pay Attention to Where the Power Leaps
The way elections are actally administered is a local affair. To have power over them, the power to administer them fairly, you need to wend a bunch of local elections. In general, i would say that republicans are more attentive to state level power and often to local level power. Part of this is because they have a geographic advantage at those levels. It matters for how many localities or states you can control.
