Is There a Role for Aid?
Is there a role for aid at all? And could it not play a negative role? Maybe it lets those who are not willing to have an elite bargain off the hook by papering over the cracks. A country that shows signs of trying to move forward, like ethiopia, in that particular period, should be willing to give them aid. But yes, i am careful that those places where the elite clearly doesn't really want to progress, what's going on.
