Is the Emerson Act Never Attributed to a Federal Agency?
There was nowhere in the emerson act where congress said to any government agency, you know, wright regulations or produce guidance on this. And i think partly it's because these are very legal questions. So without congress really saying to an agency like you have the authority here, i think the agencies feel really scared that they're not the ones with the authority to make interpretations.
