How Can We Tell if an Animal Is Sensitive?
No one actually knows what the apparatus is for a conscious or sentient being. There is no known circuitry in any animal including humans that demonstrably mediates consciousness to such an extent that you could say 'animal x has this circuit therefore it must be sentient' But as American ecologist Carl Safina says we can see brains but we cannot see minds yet we can see the workings of minds in the logic of behaviours. Bees and other insects do have the neural circuitry or network of nerves needed to represent the outside world in some kind of virtual inner world according to Lars Larsen. That in itself is not a direct demonstration of consciousness or sentience.
