The Stability of Social Housing in Vienna and Helsinki

Vienna does not own as much land as Helsinki but we also know that they're trying to acquire more. A rather large stock of social housing has stuck around for several generations now in both cities. This is remarkable because it's not the experience of many cities plenty of cities and countries built lots of social housing in the post-World War II era But since around the 1980s the stock has been in decline in most of those places.
