The Iron Law of Something in Utopie?

The more you try to address the problem, the more it does. The iron law of liberalism is that any market-reform designed to reduce bureaucracy will in fact create more regulations and more bureaucrats. I can't see how you would reduce work hours in the current system with a way that wouldn't require a lot of legislation interfering in every aspect of our lives. Just think about it. Our work has invaded our lives. How would you reduce it?
