Are Regulators Getting More Legitimacy?

It's a strange paradox of our time and that we're creating so much stuff. It feels like whenever I talk to anyone, whether they're a sex worker or a bail bondsman, they all tell me that the job they do is completely different than it was five years ago. So our lives are changing so much from technology, yet we complain, necessarily that there's not enough dynamism. That seems like a tall order for regulators to have a sense. Is it possible to sort of see when they actually have some from actually being actively anti-competitive or just necessarily or just better?
