The state legislation has been necessitated because the state is having large extents of rural segments where no qualified doctor is available. "If you wait and you don't do anything at all I mean that engenders an even bigger discrimination," says Dr Ravi Agrawal in response to a judge's ruling. He adds there needs to be some kind of an interim arrangement when there are not enough fully qualified doctors agree but calling a kind of a course as equivalent to the full fledged medical degree either MBBS or the Indian systems or whatever whatever.
