The Vertical Stabilizer Should Have Been Unloaded
There was some service done on this plane in july of 19 89, which is not too long before this incident. The board believes they did not unload the stabilizer, causing it to sag a little. The board also notes that the airplane should not have been accepted with the a c generator not working properly,. and the minimum equipment list was not up dated with this consideration.
