Carve Out for Non-Democracy Partners

The NSS mentions countries that do not embrace democratic institutions, but nevertheless depend upon and support or rules based in national system. I think it's an interesting kind of carve out for US partners that are not good democratic players while at the same time reserving a primary place for democratic partners and like minded partners. The word climate appears more than the word China,. That's sort of a fascinating outcome here. And you know, I'm thinking back to the discussion we had recently about the Pacific Ireland Summit where many of those countries talked about the existential risks posed by climate change.
