European capitals built over decades that hugging Russia close was the right way to go. The evidence that Putin might, you know, invade Ukraine was going to completely shatter this model. So I suppose in some ways the intelligence was forcing them rather awkwardly to review a sort of a well embedded sort of understanding. But then that says not really many good things about the shared understanding of the threat at that time across Europe.
