I think this would actually come down to a denominational slant or like theological. There are certain camps, I would say more of the Southern Baptist, definitely more reformed, more Calvinistic leaning folks that would say, when they use the word pastor, they mean elder, overseer, planter. The other side is saying, well, you could be a shepherd, but not an elder and overseer in a semantics aspect. As long as you're not shepherding men? Well, yeah!
