Are the Russians Trying to Find a Pretext for an Invasion?
The fear in many places is that russiais just tryid to find a pretext for an invasion. That's definitely the fearthat we've been hearing fom washington, germany. The effort that they're involved in right now is a sort of dissuasive effort rather than a determined effort. But then on the other side of the equation, there are trying to put together a package of things which might be positive incentives and i'm not really sure if they've come up with much. A tony blincoln is going to europe this week with ten different proposals that they might make ah to the russians. So it'll be amazing if they sur if three survive
