Is It a News Corp Tax?

Google and newscorp have struck an agreement with the australian government. The news agency may not even get to see any of the money from this deal. This is a forced payment from one private company to another, which is problematic for all sorts of reasons. It's easy to skate over the fact that we do have a problem of who pays for news.
