Education Without Romance

Brian caplin: Education is a passport to the real training, which happens on the job. He says education pays because it certifies you as being a good worker rather than transforming you from a bad worker into a good worker. The American work force has risen dramatically, but the actual skill required to do jobs have not increased very much.
