Suzanne Nossel: The IRGC is trying to get out ahead of popular anger by saying it's those authorities who are to blame. She says this is part of a broader history in Iran of the regime effectively propagandizing to its own population. Nossel: Most of the Iranian population is too young to remember the revolution. But they need to constantly refresh their sense of revolutionary values, she says.
