The Role of Descent in the State Department
The title of your book, Descent Channel, comes from a particular experience that you describe in some detail after leaving Embassy Juba. You both use the Descent Channel to lodge very targeted complaints about U.S. policy towards South Sudan and receive a pretty substantive response or hearing on those. The Descent cable process was so formative for me, and it did leave me at the end of it, just really wondered, how do you push for change in an institution that is so driven by kind of inertia and status quo?
