How Civil Forfeiture Works

You testified in South Carolina before their civil rights commission to talk about, as you've already begin to discuss here, how civil forfeiture works. Give us a little bit from your testimony and the follow up questions that you had that the commission asked you that day. Well, there has no program, no matter how effective or important a law enforcement is going to long survive that people think that it's unfair. The criticism comes from people who either don't realize that or who are, who stop at the end of the first sentence, which is who gets the money.
