The British system had a stronger central authority where local communities could not opt out of central decision making. And so that I'd argue made for a much more effective and efficient policymaking machine if you consider sort of the English and the Dutch. That's one reason why the idea, particularities of English, Anglo-American history again, the story of no mandates gets generalized.
