The Problem of Homelessness in San Diego
Homelessness appears to be a very hard problem to solve. You can't just build shelters for the mentally ill and substance abusers and call it a day wright, they quickly find that even they don't want to be in those ters. And so you have to figure out what services you're goin to provide. But i believe at least that in terms of funding at the local level, there's about fifty thousand dollars spent per homeless person in the bay area. It just amazes me that one of the richest countries in the world, in one of the ritchest places within that country is unable to solve this problem.
