The Justice Department appointed a special counsel in part because former President Trump has declared his candidacy for the next election. That does place him in a more sensitive position when it comes to the Justice Department conducting an investigation of him, CNN's John Defterios says. This political response is at this tension with parts of the Republican Party that are pro rule of law and in favor of law enforcement, he adds.
