If we pay people to not commit crime through welfare or resource allocation, are we not being extorted by a group of criminals? No. I think that if you want to produce crime in the united states, you ought to enact policies that have ben proved nti i produce it without destroying the very communities that are the victims of it. Being born poor is more causal in predicting criminality than the other way around.
