Russia committed three quarters of it's available battalion tactical groups to this war. There just really isn't much of a reserve left. They're scraping together forces from caliningrad, which is this little ex clave wedged next to poland, from georgia. But then there are conscripts as well. By law, they can't be sent to ukraine. So in other words, he has to choose between a fall scale mobilization and struggling to couple together the men he needs to mount this serious attack on donbas.
