The Avignon papacy, as this period of residence in the Southern French city is called, has gotten a bad rap. It's one of fundamental institutional change, effective fiscal policy and efficient governance. No late medieval polity was more statelike than the Avignon Papacy. The network of tax collections sustained the papacy where it came from.
