William was insistent he wasn't king yet because he hadn't been crowned. He had taken england by force, and used that same threat of force to strip england of its ancient culture and political structure. It would no longer be ruled in the english manner. So what he was doing here was politically, an incredibly aggressive move, and was an affront to english power structures. And that's before you even get to what he and his men were up to in the english countryside.
