Is There a Leader Who's Above the Law?
Having a leader who's above the law means it'll be less desirable to live there. There isn't a flood of people in the rest of the world trying to get into China. People on the whole don't want, if they're given the choice, to live in a society where they have no political or civil rights. So, I think that most people, which they won't have, but probably rather like to be a bit free than they are.
