You know, it strikes me sometimes that the china and the us. Is a little but sim in the sense that ar that they tend to start with the announcement of a big initiative. Once that announcement is made, that sets he direction for many, many kind of state, semi state and private, private actors to then fall in line. But on the us side, it does make for less coherence and a more chaotic field of actors. And let's just be very clear here, just because we're criticising the us.
