Pools can still opt to not pay out at all. So if pools start doing that, you'd see like lots of people solo mining briefly. Well, these these people will eventually form another pool, right? I mean, this is all about these concerns, so groups of minors that voluntarily get into this relation because they want to fight the variants when finding blocks.
