There are multiple dimensions to that. China very much likes to present itself as a global drug policeman. Domestically it takes very harsh attitudes toward drug use. It's not equally targeting criminal networks within China or Chinese criminal networks abroad. The focus is very limited onto what suits China and does not acknowledge the problems that Chinese criminal groups cause.
