Is There a Penalty Component?
I think particularly if you're thinking and obviously I'm a lawyer represent companies for the most part. The idea of fine, the idea of penalties, like you can't have a workable legislative structure without it. Private right of action is usually brought by plaintiffs lawyers who are having economic interest in seeing an out particular outcome from a case. These are huge fines. And we're going to have a regulator. Those could also be huge fines, but regulators are looking to protect consumers.
