What's the Dynamic Between Local Level Autonomy and Realebates Approach?

There is a lot of local level autonomy with some broad, coarse correction signals that occasionally come from baging. The state was probably underprepared in terms of how many, how many were actually detained and what capacity it would be necessary to provide humane housing for that many detaines. And so i think ill overtime there is that there is a conocors correction with more formal facilities being built, with many of them being turned into prisons. So i think it's similar to the development dynamics we see elsewhere in china, that there's a trying it out as you go um, and a competition between different actors on the ground.
