I think from reading your stuff, I think you have a view of the world, which I don't think most people share. People do feel that they belong to and they like to exercise control over who can come in, who can't. Most countries have a contributory welfare system. They get out what they put in. They have a sense of ownership that it belongs to the country. That's what defines the welfare state is border. You don't have a global welfare state. So people invest in something over time. And they want to keep it theirs. Share it a little bit. Let some people in, but maintain some sense of control over it.
