I think George had always intended for the planet Mandalor to have been devastated over the years by civil war fighting happening. And that was always the fate of the man, at least what I always thought of the Mandalorian people is their warrior ways and how they would continuously fight with each other. Boca Tan says that in season three, when she's fighting with Axe Woves, you know, she said we've spilled enough blood. But I think this environment that they created for Mandalor in season three was incredibly ambitious in it.
