When dealing with bully mentality, i believe you're dealing with criminal mentality. Criminal mentality is predatory mentality. predators know when they're dealing with something that's incapable of fighting back. Even if they're smaller, they could act like a bully. If they feel like, you got your hands tied somehow. Most kids don't want to get trouble. All you've done is elevated the bully by creating parometers in which the criminal type of kid doesn't care about getting in trouble. That's the way the whole world kind of works.
