NATO was actually acting on behalf of the Serbs at this point, but if you ask why is NATO occupying Kosovo in the first place, why are NATO troops there? That brings us to the Ukraine segue. You know, in the 1990s, Bill Clinton said, I'm going to expand NATO, Russia didn't like it. He said, don't worry. It's a defensive alliance. It's there to help foster democracy and its member states and so on. No problem. In no time at all, he had actually used it to bomb Serbia in clear violation of international law.
