If you start attacking him or accusing him of being a fraud right off the bat he'll shut down and become defensive most likely. If you talk to him and are friendly then maybe you can figure out some contextual information that might explain why he's doing this, explains how he's getting away with it. It could be something as simple as like is there a lot of pressure to publish in your university do you feel that your employment depends on generating a certain number of publications? You know see how he responds to that and what is the publishing culture like at this university or where you you know in your community.
