When a hierarchy is done consciously, it allows people to focus on what they need to focus on the lower level in the silo. But then the leadership of the silo has a dual member. You want to establish the global perspective, but also focus people at the right level. And the higher you go, the more the broader your membership needs to be until in the members of the leadership team.
