How Do We Improve That Process?
I think there are things that we can do at the tactical level but I think it has to start from the top. If senior commanders realize they have to enunciate global statements of purpose, the purpose has to continue in a continuous way all the way down. Out of that is getting a clear instate and a purpose from a government. We need to keep their fingers out of that and say look Minister with due respect ... this business is our business"
