I've also seen that institutions who are already part of the network and already using it are not stepping out anymore. It's like connecting your home with electricity network, whatever parallels you can bring. So therefore, I think that is actually a problem. But if this test or initial step is small enough, it doesn't require complex integration. And maybe one data point is good for start. If this entry point is really low, then it increases the likelihood that the interested parties are actually jumping in and starting to test. When they are testing it already with their live data, then some magic starts to happen. yeah.
