In 97, the first free entitlements for four year olds were introduced. For all three and four year olds there's a universal 15 hours a week. The key question is whether these policies are delivering for both children and their parents. Professor melwish says this comes down to the old adage, you get what you pay for. If we're not really delivering on either, then maybe we should go back to basics.
