In 20 18, the ninth circuit court of appeals ruled that it was cruel and unusual punishment to arrest people who are sleeping or camping in public places if there wis no shelter for them to go to. In 20 19, the supreme court let the ruling stand. Homeless advocates have been watching to see what cities do. Tristia bowman is a senior attorney from the national homelessness law centre.
