The Chinese government has access to about 400 million cameras across the country. The difference between China and many other countries is that all these cameras are largely state-owned. A lot of citizens are largely reliant on Chinese apps such as WeChat, which functions quite similarly to a mesh of Facebook, Instagram, Google and Amazon.
