The license going to charge really locks in in the 70s onwards. There's a lot of discretion right you can literally lose your entire life's work overnight as it happens with banks and so on. So I think there is some change of mind but even today Indian industry is extremely protectionist because it benefits them. Under Nehru there is a deference some might argue an excessive deference towards technocracy whereas it's the opposite today.
