God's Use of the Old Testament
Every form, i say that guardedly, but every form of literature in the old testamentn can be found in prototypes, antitypes, whatever you want to call it. They are not unique genras, not unique forms. God uses what is familiar to them. So tha the sacrifices. Now, the sacrifices existed long before sinai, when they were laid down in tora. And uses what's already there. The four kingdoms shouldn't be held literally as four definitive kingdoms. But it's a trope, it's literary vice that was common to use for as a way of representing completion, representing a general pattern.
