Bolt has one of the biggest public lightning notes to day. What i see happening is a fes being low and fe fes staying low for the big nose on the network, like bit refel or bit finex. And when it comes to smaller notes, like people running umbrell, you might have to pay a little bit more in fees because the activity isn't so high.
