Is the Age Limit for Candidate to Be Lowered to 18?

Voters will also be casting their ballots in a referendum to lower the voting age to 18 and the age of candidacy to 18. Currently the law in Taiwan says you need to be 23 to run for office which I find I guess reasonable considering when I think of how I was at 23. But as far as this referendum in general goes I've been talking to people in the south from junior high school up to an 84 year old man that I see very frequently. He says no he says 18 year olds are not even close to being ready although I ask him what the real differences in two years between 18 and 20 and he just says no.
