Is It a State-Centered Approach to Law Enforcement?
The offender seized the victim as a real person, instead of just some someone they didn't know that they took something from. A less costly way to deal with these offenders than putting em in prison where we spend 20, 30 thousand dollars a year to house them and feed them. These kinds of programmes are spreadinga, really, there's lots of em in new zealand. There are growing numbers in canada and the united states. We see them cropping up in europe now. So it's, it's, in a sense, it's a move back to restitution.
