The Importance of Local Government in Japan
The people of two small provinces in Japan's interior came together to create a remarkable form of local government. In the summer of 1494, the peasants and the land-owning samurai created two binding legal documents that were witnessed by a Buddhist monk named Shense. Iga and Koga seized on the opportunity presented by the lack of central authority to create their own, small, peasant-run democracies.
