We believe as a culture that lying stealing a cheat is inherent in the activity of business. We assign a bureaucrat who is not self-interested, right? What's the interest of the bureaucrat? He's there to take care of all of us. So we trust him. Because again, it's consistent with our ethics. Our ethics causes us to trust the public servant and to be suspicious of the businessman.
