So really, it's been under construction for even longer than those 30 years between Episode 6 and 7. I think Palpatine's always got his... I don't know how he keeps it a secret, though. That's the thing. How does he get technology so far in advance? Well, they have the power to suck out a son, and then launch it in a planet.
